HdL is proud to announce the addition of Joan Michaels Aguilar. She joins our Client Services Team as a Principal and will assist clients with sales tax, budget and related revenue issues.
“Joan’s wealth of experience and public service will prove invaluable in serving HdL clients. As with all our staff, she possesses specific local government insight and expertise that will add value and perspective to the information, reports and services we provide our clients,” stated Andy Nickerson, HdL President/CEO.
Joan has over 40 years public sector experience, most recently as the Deputy City Manager – Administrative Services for the City of Dixon. In this role, she managed annual budget operations, debt administration and technology aspects including website management and social media. Joan began her career in Burbank working in a variety of departments in her 23 years with the city. She has also worked throughout the state in King City, Azusa and Covina, and did consulting work with Colton and Stockton. Joan recently worked at a legal firm in Sacramento assisting public sector clients with special district administration review, COVID-19 matters and municipal code updates. She holds a Master of Public Administration from California State University, Northridge and a Bachelor of Arts in Management from the University of Phoenix.

Joan is also a past president of CSMFO. She joins two past presidents currently with HdL, Board Member Mary Bradley (1999) and Principal Howard Longballa (1998). Joan became active with CSMFO in 1981 while with the City of Burbank. She was appointed Vice Chair to the Budget Review Committee (now Recognition). This active committee allowed her to work with many colleagues throughout the state assigning budget reviewers for approximately 140 budget documents. She moved up to Chair of the committee and has since worked on several other committees within the organization. While with the City of Dixon, Joan became a CSMFO Northern California Board Member and in 2019, she became CSMFO President. "I had the privilege to work with so many dedicated and talented colleagues and professional staff to help plan the Guardians of the Finance Galaxy that took place in Palm Springs in January 2019,” Joan said. This included HdL Principal Bobby Young who was part of the planning committee.
The CSMFO President is also given the opportunity to attend conferences for other organizations such as CMTA and out-of-state events in Alaska, Oregon and Washington. "I was so lucky to be able to travel and see how my municipal finance colleagues handle similar challenges we all face and have some fun at the respective events with the warm hospitality offered by each of my gracious hosts," Joan shared. Part of CSMFO President duties included chairing Board meetings and writing articles. She continues to be active in CSMFO. Other organizations that Joan has participated in include Women Leading Government and the Government Finance Officers Association.
