Mr. Throop has 26 years of local government experience and over 10 years of private sector experience in financial analysis and planning. He served most recently as City Manager for the Cities of Cupertino and Lompoc. His finance background includes the roles of Chief Financial Officer for the City of Oxnard, Administrative Services Director for the City of Paso Robles, and Director of Budget and Research for the County of Pinal, Arizona. In the private sector, he served as a Senior Financial Analyst responsible for billion dollar budgets, financial modeling and program analysis.
Jim has been a member of the International City Manager Association, California City Manager Foundation, Government Finance Officers Association and the California Society of Municipal Finance Officers. He received his MBA from Chapman University and his Bachelor of Science degree in Economics from USC.
