Deputy Director of Audit and Operations
Ajay Kolluri is HdL's Deputy Director of Audit and Operations for the Cannabis Division and is responsible for overseeing the cannabis audit team and its daily operations. This includes community outreach, surveys, grant solicitation, revenue analysis, cost recovery fee studies, contracts, budgeting, and marketing. Previously, Mr. Kolluri served as the Cannabis Program Manager for the City of Long Beach where he managed the Office of Cannabis Oversight (OCO) in the City Manager’s Office. In this role, he led the licensing, regulating and enforcement of all commercial cannabis activity, overseeing the development of Long Beach into one of the largest legal cannabis markets in the state. During his tenure with the OCO, the City issued over 200 cannabis business licenses, generating approximately $10 million in annual General Fund tax revenues. He has experience in all aspects of cannabis oversight, including public health and education, planning and zoning, building inspections, enforcement, social equity, fee development, economic impact analysis and revenue projections.
Prior to overseeing the OCO, Ajay worked in public finance, serving as Budget Analyst for the Department of Financial Management in the City of Long Beach. He earned his bachelor’s degree in Business Economics from the University of California, Santa Barbara, and a master’s degree in Public Policy from the University of Michigan.
